OverScreen, also known as False Fail, this is the percentage of units that are In Control, but FAIL the test. It means the Test Limits (USL/LSL) are Too Tight and these units are probably OK. It is unlikely you will find anything during FA. Overscreen is also bad because it wastes time and money to repair good units.

Loosen Test Limit(s) - Test Limits (USL/LSL) are probably too tight and good units are failing.
Skip FA - Not likely you will discover an issue during FA. FA not recommended.
If test limits are good, then check the Process and the Design.
The goal is 0% or very close to 0%.
Anything above 1% is a real issue and needs to be addressed right away. Loosen the test limit (USL/LSL) so good units don't FAIL. Has the Designer double confirmed the limits? If the limits are 'good', then either the Process or the Design needs to be improved.
